Chip Controls! U.S. Halts Supply of Key Equipment to Hua Hong Semiconductor
2026-04-30
In late April 2026, the U.S. Department of Commerce issued notifications to several major chip equipment manufacturers, instructing them to suspend the supply of specific production equipment and materials to certain factories of Hua Hong Semiconductor, China's second-largest chip manufacturer. This targeted move is seen as the latest action by the U.S. to curb China's development of advanced chips, directly impacting Hua Hong Semiconductor's expansion plans in areas like the 7-nanometer advanced process node.
Precision Targeting of Advanced Processes
Companies that received the restriction letters include core U.S. chip equipment suppliers such as Applied Materials, Lam Research, and KLA Corporation. These firms have significant business in the Chinese market, and these restrictions could lead to losses amounting to billions of dollars in sales for them.
Hua Hong's 7nm Strategy
Reuters reported in March of this year that the Hua Hong Group had developed advanced manufacturing technology capable of producing artificial intelligence chips. Its wafer foundry, Shanghai Huali Microelectronics, is actively advancing the research and development of 7nm chip technology, with plans to achieve initial production capacity of several thousand 7nm wafers per month by the end of 2026.
If the plan proceeds smoothly, Huali Microelectronics would become the second chip manufacturer in mainland China, after SMIC, to master the mass production capability of the advanced 7nm process. Currently, SMIC is the only manufacturer in mainland China with 7nm process production capability, although its yield rates for this node still need improvement, resulting in a relatively low proportion of usable chips.
Response and Future Direction
At a regular press conference, Chinese Foreign Ministry spokesperson Lin Jian responded to the U.S. Department of Commerce's order to suspend supplies. He reiterated China's principled stance on U.S. chip exports to China, which has been stated multiple times, and expressed hope that the U.S. side would take concrete actions to maintain the stability and smooth flow of the global industrial and supply chains.
The U.S. employed a mechanism known as an "is-informed letter" for this action, which allows it to bypass lengthy legislative processes and quickly impose export license restrictions on specific enterprises. This method of precision targeting indicates that the scope of external sanctions is expanding from pure-play logic chip foundries to research, development, and production bases possessing specific technological capabilities.
Currently, the U.S. Department of Commerce, Hua Hong Semiconductor, and the relevant equipment companies have not immediately responded to requests for comment.
