Micron Invests $9.6 Billion to Build Factory in Japan for HBM Chips
2025-12-01
Micron Technology has announced plans to invest 1.5 trillion yen (approximately $9.6 billion) in the construction of a next-generation memory chip production base in Hiroshima, western Japan. This move is not only a crucial step in Micron's global capacity layout but also a strategic action to secure a key position in the core supply chain of artificial intelligence (AI). With the rapid growth in demand for generative AI and data centers, high-bandwidth memory (HBM) chips, which are essential components of AI chips, are seeing a sharp increase in market demand. Micron's investment aims to enhance its competitiveness in the global HBM market and close the gap with competitors such as South Korea's SK Hynix.
Factory Construction and Production Plan
The new factory will focus on producing high-bandwidth memory (HBM) chips, a key component used in conjunction with graphics processing units (GPUs) produced by companies like NVIDIA. Construction of the factory is scheduled to begin in May 2026 within the Hiroshima factory premises in Higashi-Hiroshima City, with the goal of achieving mass production of HBM chips around 2028. Micron's plan has received strong support from the Japanese government, with the Ministry of Economy, Trade and Industry (METI) providing up to 500 billion yen in subsidies for the project. Additionally, Micron has already deployed extreme ultraviolet (EUV) lithography equipment at its Hiroshima factory in Japan in May 2024.
Market and Technological Competition Landscape
Japanese Government Support and Industrial Layout
The Japanese government places great importance on Micron's investment project, committing to provide up to 500 billion yen in special subsidies. Japan views artificial intelligence as a key technological driver to address national security, economic stagnation, and the aging population, and is working to enhance its competitiveness in the semiconductor industry through financial investment and policy support. In addition to Micron, Japan has also attracted other semiconductor giants like TSMC to set up factories in the country, promoting the development of a semiconductor industry cluster.
Future Outlook
Micron's new factory in Japan is expected to become one of the world's most advanced HBM chip production bases. With the completion and operation of the factory, Micron is likely to further increase its market share in the HBM market and enhance its bargaining power with AI chip and server customers. Moreover, this investment will bring advanced manufacturing technology and job opportunities to Japan, promoting local economic development. However, Micron still faces competitive pressure in the HBM field, as rivals such as SK Hynix and Samsung are also increasing R&D investment to achieve technological breakthroughs. In the future, Micron will need to find a balance between technological innovation and cost control to maintain its competitiveness in the global semiconductor market.
