$2 Billion Manufacturing Agreement Between GlobalFoundries TSMC

In early October, the foundry industry saw a transaction modest in size but significant in direction: GlobalFoundries (GF) announced a multi-year manufacturing agreement with TSMC, with an initial term of five years and a total value of approximately $2 billion.
Under the deal, GF will expand wafer capacity at its Malta, New York site to supply silicon interposers for TSMC's CoWoS advanced packaging ecosystem. Based on the announced schedule, volume production is expected to begin ramping in the first half of 2028, with support for components such as embedded deep trench capacitors. The agreement also provides a framework for further capacity expansion as customer demand grows. For GF, the deal marks a shift in position: no longer purely a mature-node foundry, it becomes a US-based link in the advanced packaging supply chain.
Why Interposers Have Become a Bottleneck
A Deal That Serves Both Sides
TSMC's interest lies in moving capital-intensive, comparatively lower value-added steps such as interposer fabrication partially outward, keeping its own lines focused on core stages like bumping, bonding, and test. What GF gains is order visibility and policy tailwinds: it has received roughly $1.5 billion in support under the US CHIPS and Science Act and continues to increase its investment in New York. Since stepping back from 7nm and below in 2018, GF has built its business on differentiated platforms — specialty processes, automotive, and RF. Its second-quarter 2026 revenue came in at about $1.79 billion, with global market share still around 3%.
